It’s Legal To Spoof Phone Numbers?

Can anyone come up with a legitimate reason for spoofing phone numbers? Unless you are up to no good, why would anyone use someone else's phone number when they can simply use *67 to block their number?

The goal of spoofing is to fool people into picking up the phone, as well as to get around the federal government's Do Not Call list. It also can be used to dupe people into sharing personal information. Apparently, it's legal.
