Google Doing Some Product Spring Cleaning

Google is dropping some of its less used programs, combining some, redefining the program depreciation policy and ending support for a few. Most, if not all of the dropped programs will contain a redirect to the replacement if there is an alternate.

Additionally, we are retiring some old APIs with limited usage. We have also updated the deprecation policy for all APIs to be much clearer and more concise.
