$20 a Month Chrome Laptops Coming Today?

According to Forbes, Google will supposedly announce the sale of Chrome laptops for $20 a month. I wonder how this differs from a Core i5 powered Dell laptop with Windows 7 that can be had for $20 month?

Google tomorrow will announce sales of the new Chrome laptop in a $20 a month "student package" that combines both hardware and online services, according to a senior Google executive.
